This by-election was held to fill the seat vacated by PAP Member of Parliament, N. Govindasamy, upon his demise. To prevent a three-corner fight that would split the non-PAP vote, opposition parties came to an agreement to have only one opposition candidate, WP chief and strongman J. B.
