CITY COUNCIL BY-ELECTION 1958
This only by-election for City Elections, which was also the last before its abolishment, was held when WP City Councillor Chang Yuen Tong resigned his seat. No one knew the reasons for his resignation, until years later when PAP leader and Prime Minister Lee Kuan Yew revealed in an interview that he had met communist leader Fang Chuang Pi, also known as "the Plen", before the election. Lee challenged the Plen to "prove his credentials", which he did so by arranging for the resignation of Chang, who was apparently part of the communist sanctum. Without the support of the pro-communists, WP's result was drastically different from what it achieved merely a year ago.
