CITY COUNCIL BY-ELECTION 1958

This only by-election for the CC, which was also the last CC election before its abolishment, was called when WP City Councillor Chang Yuen Tong resigned his seat. No one knew the reasons for his resignation until years later, when PAP chief Lee Kuan Yew in an interview said it was because he met communist leader Fang Chuang Pi (also dubbed "the Plen") before the election and challenged the latter to "prove his credentials", which he did by arranging for the resignation of Chang who was apparently part of the communist sanctum. Without the support and "abandoned" by the communists, WP's result was drastically different from what it obtained merely a year ago.
