CITY COUNCIL BY-ELECTION 1958
This only by-election for the CC, which was also the last CC election before its abolishment, was called when WP City Councillor Chang Yuen Tong resigned his seat. No one knew the reasons for his resignation until years later, when PAP leader and Prime Minister Lee Kuan Yew claimed in an interview that was because he met communist leader Fang Chuang Pi (known as "the Plen") before this election and challenged him to "prove his credentials", which he did by arranging for the resignation of Chang who was apparently part of the communist sanctum. Without the support and "abandoned" by the pro-communists, WP's result was drastically different from what it obtained merely a year ago.
