This BE for the CC, which was the last CC election before its abolishment, was called when WP City Councillor Chang Yuen Tong resigned his seat. No one knew the reasons until, according to PAP leader Lee Kuan Yew in an interview years later after he became Prime Minister, this was because he met communist leader Fang Chuang Pi (also dubbed "the Plen") prior to the BE and the then-opposition leader challenged the latter to "prove his credentials", which he did by arranging for the resignation of Chang, who was apparently part of the communist sanctum.
